REGULATING WHAT COMES NEXT
I lead emerging technology regulation at the ADGM Registration Authority. AI, distributed ledgers, tokenisation, autonomous systems: I work on the rules that govern them before the rules exist. I speak on what those frameworks mean in practice, for the regulators drafting them and the institutions that have to operate under them.

Who Is Dmitry
Dmitry Fedotov has worked at the intersection of technology and finance for more than twenty years. As Head of Emerging Technologies at the ADGM Registration Authority, he leads the development of the regulatory frameworks governing artificial intelligence, distributed ledger technology and the infrastructure on which digital financial markets are being built.
He led the development of ADGM's DLT Foundations Regulations, the first legislation anywhere to give decentralised autonomous organisations and blockchain foundations a purpose-built legal form. Before moving into regulation he built and ran technology businesses, including a hardware security company, and has worked with regulators across several jurisdictions on the supervision of emerging technology.
Stanford-trained, and an operator before he was a regulator. That sequence shapes the work: frameworks designed to give innovation a durable structure rather than a temporary permission.
