As Head of Emerging Technologies at the ADGM Registration Authority, Dmitry leads the development of the regulatory frameworks governing artificial intelligence, distributed ledger technology and the infrastructure on which digital financial markets are being built.
He led the development of ADGM's DLT Foundations Regulations, the first legislation anywhere to give decentralised autonomous organisations and blockchain foundations a purpose-built legal form.
Stanford-trained, and an operator before he was a regulator, Dmitry works on frameworks designed to give innovation a durable structure rather than a temporary permission.
