Dmitry Fedotov serves as Head of Emerging Technologies at Abu Dhabi Global Market (ADGM), the region's leading international financial centre and one of the world's most progressive technology regulators. He leads the development and implementation of regulatory frameworks for blockchain, artificial intelligence, Web3, quantum computing, and other transformative technologies, positioning ADGM at the forefront of responsible digital innovation.

Under Mr Fedotov's leadership, ADGM co-created and adopted the world's first comprehensive regulatory framework specifically designed for DLT foundations and decentralised autonomous organisations (DAOs). This pioneering work has attracted major global protocols to establish operations in Abu Dhabi, cementing the emirate's position as a strategic jurisdiction for blockchain infrastructure and Web3 development.

An entrepreneur-turned-regulator, Mr Fedotov brings a rare dual perspective to technology governance. With 11 years of blockchain expertise and 16 years specialising in artificial intelligence, his career spans successful ventures in industry—including founding roles at Multichannel Group and BC Vault—before transitioning to regulatory leadership. Prior to joining ADGM, he contributed to establishing Dubai's Virtual Assets Regulatory Authority (VARA).

Why do speaking engagements require ADGM approval?

As a senior regulatory leader at ADGM, I have obligations under ADGM's Code of Ethics and conflicts of interest policies. All external engagements require prior approval to ensure:

  • No conflicts of interest with ADGM's regulatory mandate
  • Compliance with professional conduct standards
  • Appropriate use of knowledge derived from my ADGM role
  • Clear distinction between personal expert views and official ADGM positions
  • Protection of confidential and sensitive information

This approval process is standard for regulatory professionals and ensures the highest ethical standards. Event organisers should allow 2-4 weeks for the approval process when extending invitations.

How far in advance should we book?

Ideally 6-8 weeks for major conferences. This allows:

  • 2-4 weeks for ADGM internal approval and conflicts review
  • 2-4 weeks for event preparation and coordination

Last-minute requests will be considered subject to ADGM approval and availability, but cannot be guaranteed due to the required approval timeline.
